PATHETIC PLIGHT OF THE EXPECTANT MOTHERS AND MOTHERS WITH INFANTS

I shall be very thankful to you if would kindly consider with sympathy the pathetic plight of the above category of IDPs and release them from the welfare centres for specified short periods.

I need not remind you that, till they were rescued from Mullivaikal they underwent immense hardships. With no proper food and rest and with limited supply of Triposa, they are much under-nourished and weak. They could have access to any of their requirements only after coming into the welfare centres.

I believe that there are about one thousand such cases in various camps in Vavuniya, Mannar and Jaffna. All of them have relations and friends in the North. Very special care and attention is needed for mothers in advanced stage of pregnancy and mothers and the infants for 31 days after delivery. Negligence can lead to so many complications such as death of the mother, the child or both. Deformity may occur to the child. Infection to the infants could also cause damage to their health. Possibilities of still-birth are also there. Some customary treatment is also given to the mother and the child. There are some caesarian cases also and their sufferings cannot be described in words. I do not think that this category of persons are of any security threat.

I shall consider it as a great favour if the mothers who had delivered babies and the expectant mothers in an advanced stage of pregnancy are handed over to the relatives or friends who are prepared to takes charge of them and look after them for a specified period, which you consider as reasonable.

கர்ப்பிணி தாய்மார்களினதும் குழந்தை பெற்ற தாய்மார்களினதும் பரிதாப நிலை

இடம் பெயர்ந்தோர் மத்தியில் மேலே கூறப்பட்ட தாய்மார்களின் பரிதாப நிலையை மிக அனுதாபத்துடன் பரிசீலித்து அவர்களை குறிப்பிட்ட சில காலத்திற்கு வெளியில் செல்ல அனுமதிக்கும்படி கேட்டுக்கொள்கிறேன்.

முள்ளிவாய்க்காலில் இருந்து பாதுகாப்பாக மீட்கப்படும் வரை அவர்கள் அனுபவித்த துன்பங்கள் பற்றி நான் கூறத்தேவையில்லை. போதிய உணவும் ஓய்வும் இன்றி மிகக் குறுகிய அளவு திரிபோசாவுடன் போசாக்கின்றி நலிந்து வாழ்கின்றார்கள். தமக்குத் தேவையான அத்தியாவசியப் பொருட்களை முகாமுக்கு வரும் வரை அவர்களால் அணுக முடியவில்லை.

அத்தகையோரில் ஆயிரத்துக்கு மேற்பட்டோர் வவுனியா, மன்னார் யாழ்ப்பாணம் ஆகிய முகாம்களில் தங்க வைக்கப்பட்டுள்ளனர். அவர்கள் எல்லோருக்கும் வடக்கே உறவினர்களும் நண்பர்களும் நிறைய இருக்கின்றனர். நிறைமாத கர்ப்பிணிகள் குழந்தை பெற்றவர்கள் குழந்தைகளுக்கும் முப்பத்தொரு நாட்களுக்கு விசேட கவனம் செலுத்தப்பட வேண்டியது நீங்கள் அறியாததல்ல. இக் கட்டத்தில் அவர்கள் புறக்கணிக்கப்படுவார்களேயானால் பல அசம்பாவிதங்கள் ஏற்பட வாய்ப்புண்டு. அவையாவன

தாயோ பிள்ளையோ அல்லது இருவருக்கும் மரணம் ஏற்பட வாய்ப்புண்டு. பிள்ளைக்கு அங்க குறைபாடு ஏற்படலாம். குழந்தைகளுக்கு தொற்று நோய் போன்ற நோய்கள் ஏற்படலாம். அத்துடன் குறைப்பிரசவம் கூட ஏற்படலாம், தாய்மார்களுக்கும் குழந்தைகளுக்கும் சம்பிரதாயமான முறையில் வைத்தியங்களும் செய்யப்படுவதுண்டு. அத்துடன் சிசேரியன் சத்திரசிகிச்சை மூலம் குழந்தை பிரசவித்த தாய்மார்கள் பலர் சொல்ல முடியாத துன்பங்களை அனுபவிக்கின்றனர். இத்தகையோரால் பாதுகாப்புக்கு எதுவித அச்சுறுத்தலும் இருக்காது. ஆகவே குழந்தை பெற்ற தாய்மார்களையும், நிறைமாத கர்ப்பிணிகளையும் உறவினர்களிடம் அல்லது நண்பர்களிடம் அவர்கள் கையேற்க தயாரெனில் நீங்கள் கணிக்கின்ற குறிப்பிட்ட சில நாட்களுக்கு அவர்களை கையளிப்பீர்களேயானால் நன்றியுடையவனாக இருப்பேன்.

RETURN OF LORRIES USED TO TRANSPORT GOODS TO VANNI AND
REQUEST OF PARENTS TO MEET CHILDREN DETAINED AS SUSPECTED LTTE CADRE
Representations had been made to me by the Vavuniya Lorry Service Cooperative Society Ltd to request you for the release of 132 Lories that had been engaged by the Government Agent of Vavuniya to transport goods from Vavuniya to the combatant area on 29.01.2009 and before. After discharge of goods the said Lories had not yet returned.

It is very unfortunate that apart from the Lories, the owners and drivers who drove the Lories and the cleaners got caught in the combatant area. The most unfortunate thing is that of these owners, drivers and cleaners some got killed and of the balance some got injured and all of them are now in one or the other of the welfare centres.

I also wish to bring to your notice the request of the IDPs in the welfare camps, a good numbers of whom had owned Lories, Vans, Tractors, Trailers, Three-Wheelers, Motor-Cars and Motor-Cycles etc, to have them salvaged.

There is also a very strong appeal from the parents in the IDPs camps to allow them to meet and advise their children detained, as suspected LTTE cadre.

I shall be very tank full to you if you would kindly have

1. All those involved in Lorry transport and now in IDP centres be released immediately.

2. Make arrangements to take the owners or their heirs and the drivers to have the Lories identified and brought back to Vavuniya.

3. Arrange transport for those in IDP welfare centres, who claim to have Vehicles in the combatant area where they lived before displacement, to identify and bring their Vehicles back to Vavuniya.

4. Permit parents of youths detained, to see them

Since the concerns of the owners of these Vehicles and the parents appear to be very reasonable kindly take immediate steps to redress their grievances.

விடுதலைப் புலி போராளிகள் என சந்தேகத்தில் தடுத்து வைக்கப்பட்டுள்ளவர்களின் பெற்றோர்களின் கோரிக்கை

வவுனியா லொறி சேவையில் கூட்டுறவுச் சங்கத்தினரின் வேண்டுகோளுக்கு அமைய 29-01-2009 இல் வன்னிக்கு பொதிகளை ஏற்றிச் சென்ற 132 லொறிகளும், யுத்தப் பிரதேசத்திலிருந்து வராமையால் அந்த லொறிகளை மீட்டுத் தரும்படி கேட்டுக்கொள்கிறேன். துரதிஷ்டவசமாக லொறி சாரதிகளும், சாரதியாக செயல்பட்ட உரிமையாளர்களும், உதவியாளர்களும் யுத்தப் பிரதேசத்தில் அகப்பட்டுக் கொண்டனர். மிகக் கவலைக்குரிய விடயம், உரிமையாளர்கள், உதவியாளர்களில் பலர் கொல்லப்பட்டும், காயப்பட்டவர்களில் எஞ்சியுள்ளவர்களும், தற்போது நலன்புரி நிலையங்களில் தங்கியுள்ளனர். அத்துடன் முகாம்களில் தங்கியுள்ள வன்னியில் கைவிடப்பட்;ட லொறிகள், வேன்கள், ட்ரெக்டர்கள், டெய்லர், முச்சக்கர வண்டிகள், கார்கள் அவற்றின் சொந்தக்காரர்கள் அவற்றை மீட்டுத் தரும்படி கோரியுள்ளனர்.

இடம்பெயர்ந்த மக்கள் மிகவும் வற்புறுத்தி மேலும் கூறுவது புலி போராளிகள் என சந்தேகத்தின் பேரில் தடுத்து வைக்கப்பட்டிருக்கும் தங்கள் பிள்ளைகளை பார்ப்பதற்கும், அவர்களுடன் பேசவதற்கும் அனுமதி கோருகின்றனர். எனவே தயவு செய்து பின்வரும் விடயங்களை உடன் கவனத்திற் கொள்ளவும்

01. லொறி போக்குவரத்தில் சம்பந்தப்பட்டவர்களை விடுவித்தல்.
02. லொறி சொந்தக்காரர்களையோ, உரிமையாளர்களையோ தத்தம் லொறிகளை அடையாளம் கண்டு அவற்றை வவுனியாவுக்கு கொண்டுவர ஏற்பாடு செய்து தரவும்.
03. அதேபோல் இம் முகாம்களில் உள்ள வாகனச் சொந்தக்காரர்களை அவர்களின் பழைய இருப்பிடங்களுக்கு அனுப்பி அவரவர் வாகனங்களை அடையாளம் கண்டு அவற்றை வவுனியாவுக்கு கொண்டுவர ஏற்பாடு செய்தல.;
04. தடுத்து வைக்கப்பட்டுள்ள இளைஞர்களை பார்த்து பேச பெற்றோரை அனுமதித்தல்.

இவர்களின் வேண்டுகோள்கள் நியாயமான கோரிக்கையாக இருப்பதால் தயவு செய்து உடன் நடவடிக்கை எடுக்கவும்.
